Lumina APV starting issue

A good friend has a '90 APV that intermittently will not start. The starter acts like it's not getting any power to it. The selenoid makes no sound. Attempting to jump start the vehicle gets no results. The weird thing is, after it sits for a while it will fire right up. This problem usually happens after it's been driven for a short time. Any thoughts? thanks.
