Power steering bad

1998 breeze power steering does not want turn easily when cutting wheel sharply.Is it power steering pump?Filter?Or what! I'm new here Thanks for listening.

Does this happen in both left and right turns? I'm not aware of a power steering fluid filter on those. If only one direction it's probably a rack and pinion problem, both directions probably a pump. If its not till near lock both directions, probably a gear.
