Its a 99 4l60e. Don't no the milage. Its used, and I just instaled it. Win I took the pan off it had maybe one third of a quart. The guy never said if he completely flushed it or not. All I no is there's 11 quarts in it and it still slips a lil. I no that when u just do the pan it should only be 5 quarts, well at 5 it sure at hell was goinging nowhere. Is this enough info? Be glad to give u more.

if the old transmission had a failure you should flush out the radiator tranny fluid cooler lines.
if the replacement tranny is a known good one the torque converter should be with no issues , like need to be cleaned or replaced with a rebuilt one.
you always install with a drained transmission about 5qts then start and continue to add until its at the full cold mark with the engine at idle in neutral. then place in gear and fwd/rev. then neutral to check fluid level on the stick to at the cold mark.
if then the transmission does not move the vehicle ,you have a defective replacement ..
the fluid you used is dexron VI. good fluid.
never operate the vehicle with the fluid level over the full mark. the fluid will create air bubbles and the tranmission will soon die.

If those cooling lines are not as tight as possible, could that cause it to slip

the tranny fluid lines should be torqued so that they do not leak. the pressure is low . the amount to secure is not that much . torque till the fitting stops.
internal damage does cause the transmission to cause your problems. a pressure check is a start on the troubleshooting.
I would get my money back from the guy who sold you this junk.
