96 Honda Accord

I have a 96 Accord with 180,000 miles and the speedometer drops down to around 20mph driving around town. It seems to work ok out on the highway, and the cruise works fine, even when the speedo is screwing up the cruise will still hold at 20mpg or wherever the reading is at that time. Is it the VSS or am I looking at a speedo? Are there any solder joints you can repair on the board that is attached to the back of the speedo, to remedy this issue?
