1995 Corolla Mileage

I have found a 95 Toyota Corolla for sale with a 5 speed and 165,000 miles that they claim it is getting 43 miles per gallon on the highway. Is there any way this is possible. Everything I find on the internet says it shouldn't get over 30. The individual that owns it should be fairly trustworthy, so I don't think they are making it up.
