need help with 08 town and country shift interlock

I am currently working on an 08 t&c the concern is the key/fob wont turn to the off position. I am checkind the TRS PARK SIGNAL circuit and getting some strange things. basically the circuit runs from the WIN module to the shifter. The circuit has 12 V on it with the shifter in all positions. The Voltage is coming out of the WIN module and there is 0V and no ground on the shifter side in all positions. Can anyone help with this?
