92 continental pcm?

My daughter has a 92 continental it quit running when I turn the key on the fuel pump and cooling fan runs constantly ,I tried a pcm from a salvage yard which I really don't like doing but that didn't work either , I checked all the grounds and they seem to be tight.Could it be 2 bad pcm's or am I missing something? It has fuel pressure and tries to start with starting fluid. Has anybody had this problem? any help would be appericated.
