While checking my fuses looking for the infamous cigg lighter I noticed three fuses I have never seen before the are black and on the top have a symbol similar to a letter "T" with an arrow pointing to the top of it one of the three was blown wondering Wat amp it is and can I replace it with a regular fuse

Thats a diode, the arrow shows the current path, will not allow current to flow the other direction.

Nope, the diode is there for a reason. To prevent voltage backfeed and damaging sensitive circuts.
