1999 Malibu AC Problem/Question

Hi -
My daughter's 1999 Malibu has experienced that 'dirty' AC control head problem that has been well documented over the years. After removing, cleaning and replacing the AC now comes on reliably and the AC light is no longer blinking, etc.

My question:
The recirc/outside air buttons work as expected when pressed. The lights come on (toggles between the two) and the vent actuator works as expected. However, when the engine is shutdown and restarted, the the AC control head always comes up with the OUTSIDE Air Light ON, regardless if the the engine was powered off with the RECIR light on. I'm trying to understand why this is happening. The wiring diagram that I have of the AC control head does not show anything in regards to the Outside Air/Recirc buttons/lights. Does anyone have knowledge as to why this is happening and what needs to be done to repair? (Short of replacing the Control Head). If anyone has a better schematic/wiring diagram I would appreciate it also.

Any help would be appreciated..

Sounds perfectly normal to me- the system defaults to outside air upon ignition off- check another malibu to confirm....
