What to buy?

So I will have a $10,000 budget when I get back home for a car. I want to make a street tuner from the ground up that I'll have for awhile, but I'm not sure what type of car to go with for my budget.. Im looking for looks and a great engine to improve on. I was thinking a 2nd gen Honda Prelude w/vtech engine or a 93 ford probe gt but i don't know a lot about cars.. Also any input about any other type of car to start with is welcome
