2000 taurus, vin "s" extended crank time cold start

P1401 codes. came in with 28 psi(fuel)@idle. Replaced pump, in specs, problems persists. replaced dpfe, no change. egr flow code koer, replaced, no change. Thought heard slight vacuum leak, removed upper plenum, replaced gaskets and check condition of vacuum lines, reassembled, possibly quieter (vacuum hiss), too hard to tell with fords loud ps pumps, no change. Put IAC on seemed ok, but car was still warmish. will retest in am. Next thought fuel pressure regulator. Fuel pressure tester needle bounces from 25 to 40 rapidly during no start condition. maf @ 7gps ..............................................

Are you saying that with the new fuel pump the fuel pressure is now within specification (except the bouncing) but the P1401 still remains? Did you make sure the vacuum lines connected to the DPFE are connected correctly? What does the DPF EGR PID read with the key ON and engine OFF or running?
