94 Chevy Caprice. LT1 turn over too long before it crank. The motor turn over like 3 or 4 seconds before it fire up. What's the problem?

I would put a fuel pressure gauge on it to see how long it is taking to prime and if it holds a prime.

Did you put a fuel pressure gauge onto the diagnostic port, as 96capricemgr asked above? If so, what pressure reading did you get?

if this occurs with a hot/cold start I would look at the voltage to the fuel pump at the rear of the vehicle with the pump running.

this could be an electrical / voltage drop issue if the fuel pump pressure is slow to rise or is a little low.

the pressure need be above 43psi. key on eng off and should hold for a few minutes.

some have found fuel pump wiring/connectors as the issue. inside the trunk is just one of them that for some reasons burns up.
