Another Speedo issue.

The Speedometer on my sons 97 Civic is stuck on 20mph at start up.

There is no check engine light. (The light does work at start up so it cant be a faulty check engine light.)

I've replaced the VSS and still does not work.

I've replaced the speedometer and still does not work.

Where should I look next?

The schematic shows that the Odometer/Tripmeter drives the speedometer, so if the Odometer isn't working, the Speedometer would also be unservicable. Is you Odometer working?
