9 out of 10x's = burnt bulb
Check the owner's manual for a fuse on right front head light.

Caution - don't touch the new halogen light bulb, because the natural oils from your skin will cause the new bulb to burn out premature.

It depends on the name & where you get it.

See www.autopartswharehouse.com , or www.partsgeek.com

If money is an issue, you might check your local bone yard for used parts.

Assuming you have standard halogen capsule bulbs and not HID headlights, you can confirm you have power to the bulbs using a simple test light. You could also check the Civic forum here to determine if there is a common issue that causes the right headlight to fail, such as a connector that often becomes corroded, etc.

Pull the bulb and look at it. Normal halogen bulbs often (not always) show burning of the glass or discoloring of the filament when they blow.
