Can defective P/S Pump overpressurize?

Hello,
I've blown 2 rack seals on a fairly low km car.
I'm wondering can the Power steering pump become defective
in such a way that it makes too much pressure during normal driving,
and always blow rack seals?
In what way can the p/s pump fail like this and how to diagnose?

I do not know if power steering pump will overpressurise the system when running but I believe that if you lock the steering wheel in leftmost or rightmost positions for more than 5 seconds you may cause some damage to the system.
Could it be your problem?
