Important computer question...need help asap!

Ok, I recently replaced my power supply because my old one crapped out on my. Every thing started fine, nothing fried or had gone bad. However, now i'm getting this constant siren-type sound coming from the computer. All the fans had turned on, so i'm not sure what it could actually be. I tried resetting the computer and making sure everything was correct in the BIOS, but still nothing....any ideas??
also, during start up, i keep getting a windows proection error in 'windowsmg' and i have to restart, unless i run in safe mode, wherein the sound just keeps going...
one more also: on the processor (big ass old Athlon 700mhz) I have a triple fan on it, the middle and one of the sides spin no problem, but the other one feels a little stuck....but i'll spin....if that doesn't spin, could that be the problem?

The sound you hear could be the middle fan trying to turn on bad bearings. If you can replace just one fan, then try doing that and see if it fixes the problem. Or, if you have a spare fan,put it on there and see what it does.
As for the WPE, those are tought to diagnose without intimate knowledge of the system in question. Try to post the text of the error, if it displays it, and we might could go from there. :)

I don't think that this is a heat issue, since you report no problems in safe mode. Since this WPE only appears when you start Windows normally, it's likely a problem with one or more of the Windows drivers that aren't loaded when you start in safe mode.
I don't know of any way to find and replace a specific driver or dll, so it's likely you'll have to reinstall your operating system to fix the problem. This does not usually entail formatting your drive, though, so don't worry about losing anything else yet.
What version of Windows are you using? We can try disabling some of your startup items to see if they're causing the problem, but I need to know what version of Windows you have to see how to proceed.

ok, i removed one of the memory sticks (the 256mb) and it started in regular mode just fine, however the siren kept going...

What is the power supply rates at? 250w? 300w? Sounds like it is too low to power up your system. What was the old one?

This is a 300w, and the last one was a 300w....

Check if your HSF is making proper contact with the core (if running an AMD chip).
Lap it with some thermal paste of some sort, or even polish your heatsink flat so it makes better contact.
Chances are, the hsf isn't making proper contact with your core and that's y it was producing sirens.
