Buzzing noise at startup...starter Problem?

When I start my car I can hear a loud electical BZZZZZ that lasts about 1 second. It sounds to me like something is shorting out. The car turns over quickly and starts fine. If not for the BzZZZZ noise I would not think that anything was wrong. If I turn the key to the end of the on position I will hear the BZZZZ as well.
IF I turn the key to the end of the on position hear the buzz and then let the key return to off position and then turn to the start position there is no buzz. The buzz sounds like it is coming from engine area behind dashboard. Any ideas what this might be? As I said the car starts just fine.
