toyota missing

I need help my 2001 toyota runs fine normally but when I am driving it and let off gas it seems when as rpm come down the tach will jump up and then will start idling rough. Now this will not happen all the time but usually when coming to a stop going up a hill or driving up to another car and holding gas just enough to keep car moving. Now when I turn car off and right back on it still misses but if i wait about one min and turn it back on it runs fine till nest time. I have taken to dealership and they can not figure it out. Please any help would be great.
