93 vandura heat ducts???

Van only blows threw defrost.. changed hvac pannel with a used one it didn't change it stillmade a hissing sound threw the round wheel on the back of hvac pannel so changed out the wheel on the back were vacuum lines hook up.. still hissing and only blowing threw the defrost only.. any ideas anyone??
