Front Wheel Drive?

My 2001 cavalier is a front wheel drive, and when I was driving through the ice this morning, I noticed only one of my front wheels were spinning when the gas was pressed, and that would be my front passenger, my front driver just sits there. I thought both of the wheel were supposed to spin. Is this normal?
