brake noise

I am working on a 91 Volvo 940 that sounded like the front brakes were metal to metal. Pulled tires and calipers pads were fine about 60% wear, rotors looked almost like new. Had new pads and rotors so decided to go ahead and replace them anyways.

Even after the new pads and rotors were put on the noise persist slight scraping sound like metal on metal that gets worse with braking.

Anyone have any ideas they would be greatly appreciated I am thoroughly stumped.
