1998 olds lss heater issue

I just bought this car today knowing I have this problem. The guy I bought it from said the he had to get it jump started and since then the heater doesnt work. From what I noticed it does this
1. blows cold out of defrost
2. blows hot out of other vents
3. sometimes blinks on the display
4. when switching the vent areas it VERY slow. takes 5-10 minutes to change.

Any thoughts on these problems?
I havnt been able to take the dash apart and look yet. Digital display.

OK, I took the glove box out and looked at the heater stuff. When I switch from upper to lower or bilevel it doesnt switch at all. I dont even feel any vacuum. The vacuum out connector has 1 empty hole. Is it suppose to be empty? I can move the actuators by hand. The heater control flashes also. I unhooked the actuator that lets the heat in from the heater core so it stays open all the time for winter here. I dont know much about the heater area.

I just read another post about different actuators by the programmer unit. I unhooked the top one earlier and heat comes out of the passenger side. I did see the bottom one move when I was messing around in there. Is that actually called the programmer unit? Thanks
