Temp gauge jumps between the N and A in Normal

1995 Sable with 3.8L engine, the temp gauge moves back and forth between the N and A in Normal it stays down longer than it stays up. Does not blow warm air. Can the thermostat be changed with out draining the radiator? No access to heated garage and it is only 32deg out.
