2007 explorer fog light

Hello all! Its been a while, but I've gotten my new explorer and need some help!

I need to pull out the fog light housing from the car because I need to install a strobe light. (I am a volunteer FF/EMT).
It appears that the housing in inside the bumper and im not sure how to take it out.
