Third row seat back fails to lock upright

Got a 2005 GC with stow and go. The 2/3 seat back fails to lock in the upright position. NO amount of pulling straps, etc will lock it. I suspect that there is some sore of ratchet in the housing that is not engaging. Anyone else had this problem and found a fix? Thanks
