First price out a rebuilt rack and pion with ties rods on it against just the tie rods.

About 2 hrs labor to change inner tie rod ends.

Depending on how rusted/fused together they are with the outer rods (, you might make it easier on yourself and replace the inners and outers as a set. Then you only need to match the lengths and not waste time beating them loose to get them unscrewed.

if you do not have a rack steering system this is no that difficult. the inner tie rod requires medium lock tight on the thread and to be torqued to about 70 ft lbs.

the tie rod inners fail because GM used a defective part to retain the rubber grease seal. using tie raps/plastic tie straps to seacure the rubber is long lasting and prevents wear/rust /grease loss.

you will need a big open end wrench about 1 5/16 in or so.
