2001 Fuel Straps

So I went to change out my fuel pump and the bolt on the rear strap just spins. After 5 hours of breaking the bed bolts loose with the 18mm socket that I didnt have (had 17 and 19) and bought. I got the old pump out and new one in. My question is what should I do about the loose bolt in the frame that is holding the fuel strap. I tried like hell to get it out and no luck, so I dont think that it will fall off but it is not tight. Any suggestions?

use penitrating oil on the bolt. wrap a diaper type of material over this bolt to hold the oil.
wd-40 etc is not penitrating oil. get the correct product. after a few days, work the bolt cw/ccw and see if it can be moved.fwd/rev until it is free.
