What part do I need to cover up this cloth above pedals?

i have this area above my pedals, which is just fabric hanging down.

I think that is sound deadening material that is usually covered by a lower dash panel . Generally the panel is held up with some sort of clips ? What kind of car is this and do you have the panel ? It looks like the material may have gotten wet at some point ?
