Theft-proofing vanity plates

Does anyone know how I would prevent someone from removing the screws from my vanity plate? I tried using those theft-proof screws you can buy at an auto parts store that can be only be removed by a special tool that comes with the screws, but my mechanic told me he would have to take the bumper off the car to fasten the plate. Any suggestions? Welding job?
