Horn keeps blowing fuse!

I have a 94 cutlass supreme s that blows the horn fuse every time I try to honk it! I replaced horn with new delco unit and it worked fine for two weeks and started blowing fuses all over again! It will even blow fuse if horn is not plugged in! I have swapped relay with fog lamp one which is the same and traced wires for short in harness under hood as far as possible, but cannot find a wiring schematic in Chilton or Haynes manuals that cover horn at all! Any suggestions would be very much appreciated at this point! Car is starting to have constant gremlin issues like this!

I would try running a new wire from the relay to the horns and temporarily eliminate that part of the harness, nothing else on that circuit?
