'09 Rear Brake Light

Rear right brake light doesn't turn on when I brake.
With my lights off, the rear right brake light turns on if I right signal.
With my lights on, the rear right brake light doesn't turn on, and won't turn on when I signal.
I checked the list of fuses and none of them seem to describe the right-rear light only. Anyone know what it might be?
