Help Cabriolet wont run

I have a 1990 Cabriolet 2 door convertible that has been sitting since 1999 I have recently replaced the engine then I set the timing and the fuel pump is working but when I try to start it, it is getting fuel up to the engine but not through the injection unit and its not returning fuel, if you spray with starting fluid the car will start to run then quits. Any ideas would be appreciated.:shakehead
