1997 T and C fuel issues

Hey out there, I have a 1997 T and C hard to start most of the time, acts like it wants to start will fire but just keeps cranking, but once its started is seems to run ok. It does die every so often. I did a fuel pressure check and got a reading between 29 and 32 psi. The manual calls for 49 psi. Will this 20 psi drop cause these issues and if so why would it run at all? I just dont want to swap a fuel pump for no reason. Thanks!!
