97 lumina fan control #3 25 amp fuse

I had corrosion problems on the driver side fuse block (hedalight lps & horn). There is a 25 amp fuse labeled "fan control #3", but there is only one wire to the fuse. What circuit is this fuse supposed to control? There is a green wire hanging from the harness with no terminal on it and besides that, it's already too short to have been plugged into the fuse block.

I've been prowling around that autozone site and couldn't find a thing.
My Haynes manual showed me more, but nothing about that fuse.
