Is this a vacuum leak?

My car started acting up recently, and while driving it'll keep losing power, almost like it's about to stall but then powers up again, and when you step on the gas there's that whistle you can here in the video.

When idling, it's the quietest engine. Help?

It does sound like a vacuum leak, have you got a gauge you can test the system with?

Shouldn't be to expensive, they are just a gauge with a collection of different fittings on the end.

Exactly.

You can get a small gauge you can connect to a spare vacuum port and check how much vacuum the system is pulling.
A leak should show up as a drop in Vacuum.
