All turns lamps out, fuse fine. Any thoughts?

Hello all!
I consider myself somewhat of a 'shade tree' mechanic, tackling the little projects on my car. This one has me stumped though. Basically, my 99 Malibu is acting as if it had blown the 10 amp fuse for the turn lamps, only it hasn't. The fuse is fine, yet it's exhibiting all the signs as if it had, no lamps flash, and the dash signals show nothing. Does anyone have any advice or direction to point me in? I sincerely appreciate if you do. Thanks in advance!
