94 Cutlass Ciera Fuel Problems

The car was driving fine when I stopped at a car. I went back out and went to turn the ignition and the car acted like it was trying to start but my gas pedal felt different. Well i had to have it towed home and my dad started working on it. He first thought it was the fuel filter. That was not the case. He got a salvaged fuel pump, still nothing. He changed the fuel lines and the fuel injection rails. Now he is thinking we still have a busted pump. How many psi's does the fuel pump need in a 94? There is just not enough gas getting to where it needs to. Oh and we checked to see if the lines might be clogged and that isn't it either. I really need an accurage psi number and any other thoughts anyone might have on the fuel system. Thank all of you who reply!

Has spark, will start with starting fluid, what pressure do you have now?, should be about 37 psi. Lots of missing info.
