Honda CR-V vs. Toyota RAV4?

I am moving to Wisconsin in a few months and am considering buying a new or lightly used small SUV because I'm not used to driving in snow/ice. I have been driving a Honda Civic sedan for the last 4 years so I'm used to the Honda, but I've heard good things about the RAV4.
Which is safer?
Which has better mileage?
Which handles better in snow/ice?
If anyone has any other recommendations for small (affordable - aka $20,000-25,000 or less) all-weather cars, please let me know!
Could I also just put snow tires on my Civic and that would do the same trick?

Hello, welcome to AF :)
I've never driven in Snow, hopefully someone from the US or Europe can offer some advice on putting snow tires on your Civic.
I have driving CR-Vs and RAV 4s though, and to be honest, they are both very capable and very nice to drive.
Much bigger and heavier than a Civic though, but the driving experience is not that far removed from a car.
