Sorry for my ignorance, but I'm outside of import car scene a while ago.
I would like to build a 350Z with this theme but I would like to learn more about it.
Thanks for help!

It means that a car is aggresively low n the wheels are flush or even with the car fenders beacuse the tires are streched. The link bellow gives you a fine example of what the term means.

you nailed it, they also prefer form over function so half of those cars have terrible handling, tho i have noticed their efforts in changing that.

I know I've got a gray hair or two but would somebody please indulge me with a serious answer. Why would anyone one want to do this to a perfectly good car?

Surely the tires, or even a rim is going to be rubbing the fenders if the car is driven as there seems to be all but zero clearance.
Am I right in guessing the suspension is raised before it is taken out on the street ???

Nope, unfortunately it is quite popular around here. Most of the guys leave their cars "slammed" to the ground. In fact, one guy I know, frequently gets stuck on speed bumps and has to be pushed off.
I don't quite get the fad, but to each their own.

Well, I feel the same way about Hot Rods, so everyone has their likes and dislikes.
I saw one of these at the Mass Cruisers show at the Gillette Stadium parking Lot last Thursday, and to me, it just looks like the suspension is collapsed...plus it looks like the owner had the same affect on his pants, if ya know what I mean. ;)

I find it disheartening that everyone flips out and complains about how terrible hellaflush is.
Aren't y'all supposed to be into cars?
Not everything is built for the track, or the strip, or to your style. Personally, I think hellaflush looks great and if I could rock a third car in 1:1, it would probably have pretty aggressive stance. No, these cars aren't going to win time attack (a car built to for time attack will) or outrun you at the drag strip (a dedicated drag car will), but it will look cool to the owner, and the people who dig it. And if done right, they aren't going to handle any more "horribly" than most cars do from the factory. These guys put a lot of work into their cars, too. Don't forget that. I can't even get mad at the hardparkers - until they look down their noses at my "cheap" parts - because they built the cars for themselves and they like them, and so do their friends.
Does anyone remember when people said the same thing about tuning up Hondas or Nissans or Subarus? What did they say when people were taking '32 Fords, and throwing the fenders away? Probably something like... "why would anyone do that to a perfectly good car?"
Anyway - Bossolini - if you can get your hands on a couple sets of the Aoshima stretchwall tires, you can use the bigger rear tires stretched over a 19" or 20" wheel, to get that stretched look, and push the tire in just a fraction past the edge of the rim to give it the look of the bead pulled away from the seat. And then, bonus! I will buy all your leftover smaller tires from you so I can put them on my Hondas!

I personally like this style. Some V-dubs look awesome sitting on the ground. Either way i think a normal person who had bags would higher the suspension before driving. In most cases you cant drive it unless you higher the bags.
Good luck Bossolini.

By the definition of the word "flush," it would mean the edge of the wheels line up with the top of the wheel arch. I call this aggressive offset, but more people call it "hellaflush" or something to that extent. It's common for people to add that the car has to be slammed with super stretched tires and tons of weird camber. I won't argue what the definition really is, since it really doesn't matter, but here are some fine examples of the most basic flush-ness:

Sorry if some of the images are rather large.
Whatever level you take it to is really up to you, since everyone tends to have a different idea of what flush really is.

I like the look, except for the outrageous camber settings. In fact, it seems to ruin the flush look...I'm also not clear on the stretched tire thing...?
