car is hesitating and has weird gear changes

the tranny was recently rebuild because of slippage, but certain issues remained the same. the car hesitates badly when accelerating after slowing down, theres like a clunk or buck when it finally decides to go. from reverse to drive, it is slow to engage. certain gears change fine sometimes, but others times act weird. Rough shifts between gears sometimes. overdrive takes a while to finally kick in. supposebly my car is a 4 speed automatic, but it feels more like 5. i think when it finally hits 4th gear, rpms drop from 3000 to 1600 instantly, and you can feel it drop. the car surges as well, and has a weak start. it shakes but then goes away instanly when running. could it be any sensors, the tps or vss? i tested the tps voltage and it ranged from 0.87 - 4.07 volts. i heard these sensors are common to go out on my car. they are also known to cause these problems for the transmission on my model. i need help asap, before i have another coslty repair.
