RAP Retained Accessory Power Info/Help

Hi all.
I installed a aftermarket stereo system in my 02 Silhouette and in the process learned all about the RAP feature my van is equipped with. I also have a 98 Trans sport (not much difference looking at the two vans other than grills and color) that is NOT equipped with this feature.
Here's what I learned..
My 02 Silhouette seems to be the odd ball version because mine comes with external chimes, meaning the chimes in my van do not sound through the factory sound system. So if you goto the store to buy the scosche chime controller my year is excluded off the list that it works with. I even bought one and tried to get it to work with scosche tech support on the phone.. No luck they told me to take it back and get the 'gm035' which is just a connector for the harness.
So I wired up my system with a relay triggered off my power windows. All is good (sorta) I get correctly working RAP feature when turning the key to accessory and off again, take the key out all stays on for 10mins or door opening.
THE PROBLEM..
When the van is running and I turn the key off I loose my RAP feature (everything shuts off) windows and stereo, never did that with the factory stereo. Like I said earlier if I turn the key to ACC then off I regain the RAP feature again.
Has anybody had this problem and most importantly, found a solution !?
It would seem it has something to do with the data line that connects to the factory system and I still need some sort of replacement unit. I wonder if GM has anything for this ?
