1994 Dodge Caravan 3.0 not starting

My neighbor and I were given a water pump job. Before we took it, some one had already removed everything and quit. So we took the job with everything already apart and the owner said it ran before the other fellow took it apart to replace the water pump.
So, we installed a new water pump, made sure we were on the compression stroke at TDC when we re-installed the new timing belt and made sure all of our timing marks were lined up. Put everything back together and installed new plugs and pluged the spark plug wires back in the way the manual says. The engine is getting gas and spark and turns over fine but will not start. We checked the codes and weren't getting any codes. Can't find anything unpluged and all the grounds are tight. Don't see the cam or crank sensors anywhere. Any ideas on whay we aren't getting the engine to start?:banghead:

If all you said is true, I would suggest you are out of time 180 degrees. In other words, instead of firing on the compression stroke, you are firing on the exhaust stroke.
How do you know you are getting fuel? Try spraying some, very little, brake cleaner or carb cleaner or starting fluid or maybe even WD40 into the air horn with the accelerator depressed.
And why did the first guy quit? Look for sabotage.
