How do I make a transformation like this...

How would I make this happen?

The seats and steering wheel are both covered there, so it's just buying the seat covers and the steering wheel cover.

The rest is removing the parts (vents and such), sanding them, spraying them with plastic primer (assuming they are plastic parts), and then spraying them with paint.
