Fox body suspension upgrade to SN95

I have bought someone else's unfinished project. It is a 1988 mustang coupe. The previous owner installed a five lug suspension from a 1995 cobra. The owner got it all installed and found that the front wheels are experiencing bad toe in. The rack and pinion seems to be too short. Can this problem be fixed by purchasing different tie rod ends or will I have to purchase a rack in pinion from a year 95 or newer mustang?

Well if there is toe in, then that means the front of the tires are closer then the rear. Since the Mustang tie rods attach to the front of the steering knuckle assembly, are you able to adjust them to make up for the toe in issue? Do you run out of rod length when adjusting?
