iveco daily 1999 electrical problem

i turned of my van yesterday and the wiper relay was buzzing. i gave it a few knocks and it stopped.
a couple of hours later i went back to the van and the lights were on. strange thing is, ignition was of and light switch was of. basically there was no way to turn front lights of.
if you remove the bottom middle relay i fuse box, the lights work fine until you try to use main beam. this turns the lights of completely.
any ideas anyone :confused:
