Intake Arm Question

I was just wondering, what are these 2 openings for on my intake arm?
And is it ok to plug one or both of them?

Looks like someone did a hackjob intake install. Those to ports usually go to other accessories such as a PCV valve, etc.

Looking at the rest of the picture it looks as if everything is hooked up correctly. It would be safer to plug them then leave them open like they are.
