Black Ground wire can be found at the head light plug in socket.
Touch it with a grounded jumper wire and see if head lights come to life.
Report back what you find there.

on these vehicles the headlamp connectors get corroded. you may have to replace them, possibly you could try to clean off the green coating on the fingers of the connector.
measure the voltage at the connector . this could also be a bad switch.
old lamps will not be as bright as a NEW LAMP! I would spend the money if the voltage is correct and get new lamps.

i replaced the plug when i put in the new headlights. when the car was off the lights had only 10v running to them. the battery is new and fully charged.

Did voltage drop when lights on?
What was voltage to other things?
What is engfine runnibng voltage?
How good is the ground?

measure the voltage from ground of the connector to the battery ground. if you get a voltage of any amunt the ground of the lamps is bad. if the voltage from the connector positive to the battery terminal ground is 10 volts and the ground is not defective then it would be the switch or connections to it / possible fuseable link corroded..............
you loosing about 2.5volts somewhere... battery voltage should be holding at 12.5volts engine off headlights on !
