Bad downshift from 4th to 3rd

My son drives a 1996 Grand Am SE with the 2.4 quad four.
Most of the time, it drives fine. However, when going up an incline at about 45-50 MPH, the transmission seems to get "confused" and starts to buck like it is trying to downshift but it can't make up its mind.
All other shifting is fine.
Any ideas?
