99 Cavalier Alternator

99 Cavalier 2.2 OHV...
I was checking my fluids today and noticed that after the car had been started and shut back off, the alternator was emitting a high pitched electrical whine. I hadn't noticed any loose or damaged wiring. The battery terminals appear to be fine. I had disconnected the harness from the regulator and the noise stopped. Haven't had any issues with the battery dying or any difficult starts.
I have noticed since the cold weather has been in, every time the car is started cold the lights are dim and the blower motor runs slower momentarily until the battery light comes on, then it will go out, and everything picks up.
Any information would be greatly appreciated.
