Cold start issues

I have a 94 Silverado K1500 4x4 with a 350 TBI in it. Since it turned cold I have been having a problem with it when I start it and it's cold. If it sits over night when I start it, it will run like it has a choke problem. I know it doesn't but that is the easies way to describe it. The exhaust smells strong of fuel, too. I have cleaned and put new gaskets in the TBI. I have replaced the TPS, IAC, MAP, Ignition Module, Plugs, Wires, Cap, roter, and Coolant Temperature Sensor. I have also replaced the gas tank assemble including the fuel pump and all fuel lines because of rust. The fuel filter was also replaced. Once the truck warms up it run like a brand new truck. I have cleaned or replaced all the grounds and have back probed the connections on the ECU and the numbers look good. I have removed the ECU and checked to make sure that the prom was seated just to make sure. I sent it to my mechanic he ran it on his computer and was the one to clean the Throttle Body, and made sure the timing was set to 0, and still no joy. Not sure what else to do. When it starts cold it idles at about 1000 rpms. I thought that it use to idle higher but I aint getting any younger so I could be mistaken. Any ideas ???

If your smelling fuel is possible you have a leaking fuel pressure regulator. I would check that.

fuel pressure test/fuel pressure bleed off on shut down test..

The only time I smell the gas in the exhaust is when it is cold. After it warms up it is gone. I do have the capabilities to test the pressure, looks like that's my next direction.
